Hi, I’m looking for a solution to hide comments for a specific user, including in the element history. Webcon has a form rule that hides comments, but only on the form itself. The configuration in the field matrix does not hide comments in the history. Also, I cannot use the option to restrict access to the history due to privilege settings.

it's a workaround, but you can use a "Multiple line of text" field in "Append mode" instead of standard comments. In "Append mode", it works in a similar way to standard comments, and this way you can control the visibility of the field.
I know it's not an ideal solution, but it should work. 😉

Unfortunately, I have old documents that use standard comments. I do not want to manually delete all comments in the old elements and move them to the new attribute.

As Jacek mentioned, you can use a "Multiple line of text" field, then create a cycle with the "Change value of single field" to copy all comments, and finally hide the standard comments field.
