Quick Manual should be entry point, to see quick manual right now user must enter form to start process first. The order shall be the other way: first read manual, later start process.

I think that this is good idea to add link to instructions in app description webpart.
But you can achive this by another method: You can prepare document dictionary workflow with instruction files. Then you can prepare report with these instructions files. On the raport you can configure direct link to preview files. Raport with instructions list can be added to dashboard.
Another way you can embede HTML code with links to instructions.
Edit: And another idea if you want allow users to start process only even they have read the instructions. You can add quick path to dictionary workflow with instruction - "I confirm that I have read instruction" and action on this path - add user to group with start permission for current user. - I have never tried this, but i think that this should work.

Good idea for Custom Dashboard (e.g. setup as home dashboard).
However adding this section to custom dashboard or "out-of-the" box element would be helpful as well :)
I mean the quick manual from process configuration (screenshot - ling.png). In that case something like quick manual on Application Level is needed or somehow configure it which one should be shown or all.
