Why in 2025 version add (new step) button is missing from General tab and user can only add steps in Workflow designer? Is there any chance that you'll restore it in next version?

this is by design.
Quote from the change log:
Enabling Workflow phases is equivalent to activating the grouping and sorting of steps by defined phases in the Workflow steps section (General tab). At the same time, __new
steps__ can no longer be added here.

It's exactly as Daniel stated. The intoduction of phases and actors in a sense enforced such change and we'll stick to it.
