Transferring permissions

I need a tool to transfer permissions for requests to a new user.
The substitution tool works similarly, but it can only be used temporarily. It would be helpful to specify the person or ID from which the permissions are copied, the recipient, and a checkbox to indicate whether the permissions should be revoked from the person they are copied from.
