I would like to be able to add people and groups to a new category that would block access to the application or the workflow itself. Ideally, permissions would be overridden. This would help me manage permissions.

I strongly support this idea, as I'm working on a new offer, where one of the requirement is the exclusion of people/groups from a permission. I would suggest the there should be also the possibility to revoke permissions on item level.

Hi,
this could be realized with this user voice that suggests global business rules in user privileges instead of only user selection. This would be the same functionality like the one in create task task assignment configuration.

This way no new privilege section would be necessary. You could just use a NOT[…] function to exclude the users that shall have no access to get blocked.
