I had the exact same case a few months ago. After some analysis, the best solution is to use the Task delegation mode.
It works out of the box without any extra implementation. This way, the substitute also sees the tasks directly in their "My Tasks" list and receives the emails.
Important: Don't forget to start the Scheduler once to sync the changes immediately.

i am not absolutly sure but i think your answer did not fit my needs. Maybe it does, then we may have a problem in our configuration.
We already use the "Task Delegation substitution" in different cases, but we also need the "work on behalf of substitution" when an employee is e.g. on vacation.
We have different competency levels in our application, which allow different permissions/tasks. Therefore, it happens that an employee with a high competency level delegates to their vacation replacement who has a lower competency level. For this to happen, the replacement must log into Webcon with the account of the employee being represented. This permission is granted via "working on behalf of." and works well so far. However, the replacement does not receive an email notification that there is a task to complete. The replacement must always actively check the account of the employee being represented for any tasks.
The "Send to substitutes" flag on the email action and all other configurations do not change this.
